TotalEnergies, Eni, QatarEnergy Finalize Lebanon Offshore Gas Deal

The Lebanon gas deal signed opens a new chapter for the nation’s energy sector. TotalEnergies, Eni and QatarEnergy now lead exploration in offshore Block 8. This move helps Lebanon tap into possible gas resources near its coast.

Signing Ceremony Details

Lebanese leaders held the signing on January 9, 2026, at the Grand Serail in Beirut. Prime Minister Nawaf Salam hosted the event. Energy Minister Joe Saddi signed for Lebanon. Roman de La Martinière from TotalEnergies, Ali Abdullah Al-Mannai from QatarEnergy, and Andrea Cossi from Eni put their names on the deal.​

The agreement gives the companies a three-year permit to explore Block 8. This block sits offshore and borders Israel’s waters. Gaby Daaboul, head of the Lebanese Petroleum Administration, said the firms will start key preparatory tasks right away.​

Exploration Commitments

The three companies plan a large 3D seismic survey across 1,200 square kilometers in Block 8. They will use this data to check for gas and plan a possible drilling well later. TotalEnergies runs the project with 35 percent share, Eni matches that at 35 percent, and QatarEnergy takes 30 percent.​

QatarEnergy entered the group in 2023. It bought Novatek’s 20 percent stake and took 5 percent more from TotalEnergies and Eni. The partners learned from a dry well in nearby Block 9. Now they aim to map the area better.​

Company Roles and Stakes

TotalEnergies brings strong experience from other regional projects. Eni adds its drilling know-how from past Lebanon work. QatarEnergy boosts the team with its big investments in global gas fields. Together, they form a solid group to handle the job.​

The seismic work marks the first phase. If results look good, they move to drill in year two or three. Lebanon set clear rules for this phase to ensure quick progress.​

Strategic Importance

Energy Minister Saddi praised the deal as proof of trust in Lebanon’s gas future. The country will hold a fourth licensing round soon. New terms aim to attract more global players. The 2022 border agreement with Israel removed big risks for these blocks.​

TotalEnergies CEO Patrick Pouyanné voiced full support after Block 9 outcomes. Officials plan to launch seismic surveys fast. This step will give clear data on Block 8’s potential.​

Economic Impact

Lebanon counts on offshore gas to fix its energy shortages. Success here could cut import bills and create jobs. Local firms may join as suppliers for seismic and drilling work. The government eyes steady revenue from future production.​
