The Dubai Civil Aviation Authority (DCAA) has made a significant stride in drone technology by signing a Memorandum of Understanding (MoU) with Keeta Drones, a Chinese tech giant Meituan subsidiary. This partnership aims to develop drone delivery operations across Dubai, emphasizing safety and compliance with local regulations.

Overview of the Agreement

On January 8, 2025, DCAA announced the signing of the MoU, which focuses on establishing safe and secure drone delivery systems in Dubai. The collaboration will assess infrastructure needs for designated drone zones, review airspace requirements, and evaluate safety protocols necessary for effective drone operations. DCAA’s commitment to facilitating communication with relevant government entities aims to expedite the creation of new drone flight paths, promoting the growth of low-altitude aviation in the Emirates.

DCAA Director General Mohammed Abdullah Lengawi emphasized the importance of creating an attractive environment for emerging aviation technologies while ensuring regulatory frameworks that enhance safety and streamline operational processes. Keeta Drones’ Role

Keeta Drones has already made significant progress in the UAE by securing the first commercial license for Beyond Visual Line of Sight (BVLOS) drone deliveries from DCAA. This milestone positions Keeta as a pioneer in drone logistics outside China. The company has launched limited drone delivery services at Dubai Silicon Oasis, serving key locations such as the Rochester Institute of Technology (RIT-Dubai) and Dubai Digital Park. The service focuses on delivering food and medical supplies, marking a critical step in Keeta’s expansion into international markets.

Keeta’s M-Drone Gen 3 is designed for urban delivery with a payload capacity of 2.3 kg. The drone integrates intelligent dispatch systems that enhance efficiency and safety during operations.
